Talbot County Health Department Issues Clarification on 21 Matters Program

The Talbot County Health Department remains firmly committed to preventing underage drinking and promoting responsible alcohol retail practices throughout our community. As part of these efforts, the Department has partnered with Responsible Retailer Forum (RRForum) to administer 21 Matters, a nationally recognized educational program that provides training and resources to alcohol licensees. The program aims to support consistent ID checks and the refusal of alcohol sales to minors through evidence-based training—not enforcement. Read more
