Grant Opportunity for SFY2026 Community Development Block Grant (CDBG) Letters of Interest
Notice is hereby given that the County Council of Talbot County, Maryland will accept Letter of Interest from qualifying nonprofits and public agencies for SFY2026 Community Development Block Grant (CDBG) funds. Letters MUST be received by Monday, September 15, 2025 3:30 p.m. Those received after this date/time will be returned unopened and will not be considered.
Qualifying organizations seeking County Council consideration to receive Community Development Block Grant funding must submit a formal letter identifying the amount of funding requested, a justification for the need for funds, and a summary of how the proposed funding will be used to address the needs and beneficiaries identified by DHCD. An original signed letter shall be addressed and mailed to:

Requests may also be emailed to the Grants Administrator, Mary Kay Verdery at mkverdery@talbotcountymd.gov by 3:30 p.m., Monday, Sept 15. Please enter “CDBG Grant Consideration” in the subject line. Acknowledgement of receipt of consideration letter will be sent within 3-7 business days.
CBDG Objectives and Eligible Activities
The Community Development Block Grant (CDBG) is a federal grant for housing and community development projects that benefit low-and moderate-income persons. The Department of Housing and Community Development (DHCD) is the authorized representative regarding oversight and management of the CDBG program. DHCD gives eligible local jurisdictions power to distribute federal funds to non-profit and public agencies that support housing and public service programs through an annual competitive program. A primary objective of CDBG is to develop viable communities by providing low-to moderate-income families with decent, affordable housing and to expand local economic opportunities.
CDBG funds may be used for activities that include, but are not limited to:
Acquisition of real property
Relocation and demolition
Rehabilitation of residential and non-residential structure
Construction of public facilities and improvements, such as water and sewer facilities, streets, neighborhood centers, and the conversion of school buildings for eligible purposes
Public services, within certain limits
Activities relating to energy conservation and renewable energy resources
Provision of assistance to profit-motivated businesses to carry out economic development and job creation/retention activities
Each activity must meet one of the following national objectives for the program: benefit low- and moderate-income persons, prevent or eliminate slums or blight, or address community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community for which other funding is not available. Generally, the following types of activities are ineligible:
Acquisition, construction, or reconstruction of buildings for the general conduct of government
Political activities
Certain income payments
Construction of new housing (with some exceptions)
Additional Information
Application eligibility to specific programs may vary. Community Development applications are accepted once a year through a competitive process. Special Project Applications can be submitted any time of year after written approval has been received from DHCD.

Talbot County applicants may also consider applying through CDBG eligible municipalities to include the Towns of Easton, Oxford, St. Michaels, Trappe or Queen Anne.

For All Seasons, Inc.
Status: Bid awarded
Harper and Sons, Inc., was awarded bid 24-19 to renovate For All Seasons, Inc. Renovation began on July 1, 2025 to update the current space to better serve Talbot County and surrounding areas with mental health services.
This non-profit renovation project is partially funded by Community Development Block Grant (CDBG) funds. The lowest qualified bidder: Harper & Sons, was selected as the General Contractor for this project.

St. Vincent de Paul Addition and Renovation Project
Status: In Construction
The Talbot County Council hosted the 2nd public hearing for the Society of St. Vincent de Paul Conference, Inc. renovation project located at 29533 Canvasback Drive, Easton, MD 21601 on Tuesday, July 1, 2025. The renovations are scheduled to be completed in the fall Aug/Sept.
This non-profit project is partially funded by Community Development Block Grant (CDBG) funds. Willow Construction, LLC, is the General Contractor.
