Notice is hereby given that the County Council of Talbot County, Maryland will conduct a public hearing to obtain the views of citizens on community, economic development and housing needs to be considered for submission of an application to the Maryland Community Development Block Grant (CDBG) Program.  Citizens will have the opportunity to discuss the proposed project and to provide input on other needs to be considered. The public hearing will be held at 6:30 p.m. on the grant application below and will be part of the Talbot County Council’s meeting agenda on Tuesday, May 28, 2024.

State Fiscal Year 2025 CDBG application:

          Seeking $750,000 for capital improvements to their facility to include HVAC upgrades and interior renovations.

Sealed bids shall be accepted by the Office of the Talbot County Manager, Courthouse, 11 N. Washington Street, Easton, MD, 21601 until 11:00 a.m. on Thursday, May 23, 2024, at which time they shall be opened and read aloud. E-mailed or faxed bids will not be accepted. 

Please read all documents carefully. This project is partially funded by Community Development Block Grant (CDBG) funds. The following forms must be included with the sealed proposal along with required bond for greatest consideration and consistency with Department of Housing and Community Development (DCHD) procurement policies.

ADDENDUM #1 - CN-4 Construction Phase Floor Plan

A Pre-Bid Conference will be conducted at 3:00 p.m. on Monday, May 6, 2024 at the project site, 29533 Canvasback Drive, Easton, MD 21601. General Contractors will also have an opportunity to meet with subcontractors at the project site for a walk through on Wednesday, Thursday or Friday, May 8-10 from 3 p.m. - 5 p.m. daily.

CELEBRATION OF COMMUNITY DEVELOPMENT BLOCK GRANT PROJECTS

You are invited to join Talbot County as we celebrate two Community Development Block Grant (CDBG) recipients on Friday, May 17, 2024. Remarks will be made from our grant partners as well as a chance to see both exciting new community spaces.

The Maryland CDBG program is administered by the Department of Housing and Community Development (DHCD) and provides public funds for activities that meet defined Housing and Community Development national objectives.

Schedule of Events

10:00 a.m. - Family Support Center (Early Head Start)

Project Details: The Family Support Center (Early Head Start) offers comprehensive early care, education, and family support for children and families as they progress from Early Head Start to Easton Elementary School all on one campus. The space provides shared, centrally located resources and continuous care for our Talbot toddlers.

11:00 a.m.  - Chesapeake Multicultural Resource Center (ChesMRC), Community and Commercial Kitchen Space

Address: 331 E. Dover Street, Easton, MD 21601

Project Details: Chesapeake Multicultural Resource Center with headquarters in Easton, Maryland empowers people from different cultures to become successful and engaged members of the mid-shore region. The full restoration of the brick building warehouse provides the Resource Center with a much-needed center space that is used for small groups, class opportunities, and community gatherings. The addition of a full commercial kitchen will allow small food businesses to expand their economic impact on the community and provide an appropriate space to create meals and food options for the community.

Light refreshments will be available at Early Head Start, and an assortment of cultural foods will be available at ChesMRC. We look forward to seeing you join us in celebrating these two wonderful programs, and the partnerships that helped them succeed.

Approved FY2024 CDBG Project

St. Vincent de Paul (SVDP) – 29533 Canvasback Drive, Easton, MD 21601

St. Vincent de Paul has been approved for $625,000 in Community Development Block Grant (CDBG) funding to expand the SVDP facility. They are constructing a 2,400 square feet addition and enlarging the parking area. 

The project includes converting existing space from warehouse & office to retail; moving 2 existing walk-in refrigerators to new food bank area; and removing 2 storage sheds.

SVDP will provide additional construction and project administration funding and will furnish the new interview rooms, reception room and retail showrooms.

This would bring the total cost of the project to $811,000.  

Other Active Talbot County Projects Funded by DHCD Community Development Block Grants 

1. Early Head Start/Family Support Center - Renovation of building for EHS/FSC use at Easton Elementary School Campus, Easton. 

3. Chesapeake Multicultural Resource Center - Renovation and rehabilitation project to provide community meeting space for immigrant and low- and moderate-income persons. 

 

CDBG OBJECTIVES AND ELIGIBLE ACTIVITIES:

The Community Development Block Grant (CDBG) is a federal grant for housing and community development projects that benefit low-and moderate-income persons. The Department of Housing and Community Development (DHCD) is the authorized representative regarding oversight and management of the CDBG program. DHCD gives eligible local jurisdictions power to distribute federal funds to non-profit and public agencies that support housing and public service programs through an annual competitive program. A primary objective of CDBG is to develop viable communities by providing low-to moderate-income families with decent, affordable housing and to expand local economic opportunities. 

CDBG funds may be used for activities that include, but are not limited to:

  • Acquisition of real property
  • Relocation and demolition
  • Rehabilitation of residential and non-residential structure
  • Construction of public facilities and improvements, such as water and sewer facilities, streets, neighborhood centers, and the conversion of school buildings for eligible purposes
  • Public services, within certain limits
  • Activities relating to energy conservation and renewable energy resources
  • Provision of assistance to profit-motivated businesses to carry out economic development and job creation/retention activities

Each activity must meet one of the following national objectives for the program: benefit low- and moderate-income persons, prevent or eliminate slums or blight, or address community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community for which other funding is not available. Generally, the following types of activities are ineligible:

  • Acquisition, construction, or reconstruction of buildings for the general conduct of government
  • Political activities
  • Certain income payments
  • Construction of new housing (with some exceptions)

ADDITIONAL INFORMATION:

Application eligibility to specific programs may vary. Community Development applications are accepted once a year through a competitive process. Special Project Applications can be submitted any time of year after written approval has been received from DHCD.

Talbot County applicants may also consider applying through CDBG eligible municipalities to include the Towns of Easton, Oxford, St. Michaels, Trappe or Queen Anne.

ENDING SOON! EMERGENCY RENTAL ASSISTANCE PROGRAM (ERAP2)

The Talbot County Emergency Rental Assistance Program (ERAP) provides financial assistance for households that have been financially impacted whether directly or indirectly by COVID-19 and are unable to pay rent or utilities. Financial assistance for overdue rent and utilities, future rent and utilities and other housing related costs due to COVID-19 is available through the Neighborhood Service Center. Eligibility checklist and application information is available on the rentrelief.maryland.gov webpage. Completed applications and attachments shall be submitted to: Neighborhood Service Center, Inc., ERAP Department, 126 Port Street, Easton, MD 21601, info@nsctalbotmd.org or call 410-822-5015. 

The Emergency Rental Assistance Program (ERAP2) for rental and utility assistance has been extended while remaining ERAP2 funds are available. Applications for assistance or questions about Emergency Rental Assistance Program shall be submitted to the Neighborhood Service Center.
